The opportunities of access to climate finance

 Training workshop "Participation in projects on climate finance" organized by the Scientific Research and Education Center "Green Academy" in cooperation with the regional project of GIZ "Ecosystem based Adaptation to Climate Change in High Mountainous Regions of Central Asia (EACC) " supported by the Ministry of Energy of the Republic of Kazakhstan was held on 20-22 April 2016 in Astana.

The event aimed to familiarize stakeholders with the activities of the Green Climate Fund (GCF) and inform them about the possibilities of access to the fund.

The welcoming speeches were made by the Director of the Department of Climate Change of the Ministry of Energy of the Republic of Kazakhstan G. Sergazina, national coordinator of the project GIZ Yermolyonok D., moderator of the event - director of the SREC "Green Academy", member of Council on transition to a 'green economy' under the President of the Republic of Kazakhstan, Doctor of Economics, professor B. Yessekina. Director of the Department of Climate Change of the Ministry of Energy of the Republic of Kazakhstan G. Sergazina presented the outcomes of the 21st Conference of the Parties to the UN Framework Convention on Climate Change (COP-21) and the political framework for climate finance in Kazakhstan. Experience in the preparation of proposals (readiness) for GCF was presented by the representative of National authority of the Republic of Tajikistan A. Homidov, UNDP expert S. Sakenov, head of analytical department of the SREC "Green Academy" A. Magazova.

The experts of the GIZ EACC project Mathias Morgner (Germany) and Paul Tsintsera (Czech Republic) were invited as coaches. At the first session of the workshop, they familiarized the participants with the activities and objectives of the Green Climate Fund (GCF).

According to the decisions of the 21st Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC) and the Paris climate agreement, the Green Climate Fund (the GCF), along with the Global Environment Facility (the GEF), is the financial mechanism of the UNFCCC Convention. GCF Fund provides support for projects, programs and policies in the field of adaptation and mitigation of climate change in developing countries through various financial instruments, such as grants, concessional loans, subordinated debt, equity, and others.

As part of the training program there were presented the functions of the national authorized body (NDA) and national implementing organizations (NIE), the mechanisms of participation in projects and programs of climate finance, international and local experience in the implementation of the emission reductions and the transition to low-carbon development projects. The existing strategic framework for the mitigation and adaptation to climate change as well as the potential requirements and possibilities for the preparation of proposals to the GCF were discussed at the practical parts under the guidance of coaches and experts.

In general, 25 people trained during the workshop, which were representatives of the government agencies, NGOs and business companies, such as JSC "Samruk-Energo", JSC "Samruk-Kazyna", "KAZENERGY", LLP "Eurasian Group", etc. The participants of seminar were awarded be the certificates of completion of training.
