SEA is a new stage in the promotion of environmental policy in the Republic of Kazakhstan

On 14 November 2016 a seminar «Creating a system of strategic environmental assessment in the Republic of Kazakhstan»" was held in Astana, organized by the "Green Academy" Scientific Research and Education Center in cooperation with the Ministry of Energy within the framework of implementation of the UNECE project "Support the establishment of the national SEA system in Kazakhstan (legislation review, recommendations and awareness-raising)."

The event was held in order to raise public awareness about the Strategic Environmental Assessment (SEA), the UNECE Protocol on SEA, to discuss the potential benefits and advantages of its implementation in Kazakhstan and experience of implementation in the CIS countries.

The seminar was attended by the representatives from the EU, UNDP, UNECE, the Department of International Cooperation, the Department of environmental monitoring and information, RSE "Informational and Analytical Center of Environmental Protection" of the Ministry of Energy, akimat of Astana and Almaty, the Ministry of Health and Social Development of the RK, the Ministry of National Economy of the RK, the National Chamber of Entrepreneurs of Kazakhstan "Atameken", Association "Kazakhstan Chamber of environmental auditors", Kazakhstan Business Association for Sustainable Development, the Association of Water Supply and Sewerage of Kazakhstan "Kazakhstan Su Arnasy", international and national experts, NGOs

The moderator of the seminar was the director of SREC "Green Academy", Doctor of Economics, Professor Bakhyt Yessekina. Welcome speeches were given by the Deputy Director of the Department on International Cooperation of the Ministry of Energy of the Republic of Kazakhstan Kerey Beekbergen and local coordinator of the UNECE project Natalya Golovko. They noted the importance of SEA in the development and adoption of plans, programs, national policies and legislation with mandatory public participation.

During the seminar, an international UNECE expert Elena Laevskaya familiarized the participants with the UNECE Protocol on SEA, with the existing international requirements for environmental assessment, presented the experience of application in the CIS countries. During the seminar participants were actively engaged in the process of discussion.

The national expert Alexander Bragin gave a presentation on the review of the legislation of RK in the field of environment and the "green economy." Director General (Karaganda) of the NGO "Ecomuseum" Dmitry Kalmykov shared the experience of participation of NGO in decision-making on issues related to the environment.

Active discussion took place on the possibility to establish the SEA system in the Republic of Kazakhstan, which resulted in the decision to forward the proposals of the working group for preparation of the legislative review of Republic of Kazakhstan and recommendations for its further improvement, capacity building in the implementation of SEA and achievement of the country's goals in the field of "green economy ".
