Confirmation Requirements
List of documents for personnel certification:
- Completed application form; (APPENDIX 1)
- a copy of the identity document;
- a copy of the education document (the applicant must have completed higher education, or have additional professional education corresponding to the applicant’s claimed field of activity). A candidate with an education that does not correspond to the claimed field is allowed, provided that he has at least five years of work experience in the claimed direction;

Academy” Commission for the Protection of Impartiality Examination Committee; - a copy of the work record and/or other documents confirming work experience in the declared field of activity (The applicant must have at least 2 years of documented practical work experience in the declared field of activity) – copies of reports on VVPG (at least 2 reports for each year (total must be provided 4 reports), copies of contracts for the implementation of the VVPG, a letter of recommendation from the company that the candidate carried out the validation or verification of the PG;

REQUIREMENTS FOR CANDIDATES
The work experience of candidates must be at least 2 years in the specialty presented for the assignment of qualifications (in the field of activity). A candidate with an education that does not correspond to the claimed field is allowed, provided that he has at least 5 years of work experience in the claimed direction.
The candidate must have the competence to perform validation and verification of greenhouse gases and have the knowledge:
– the regulatory framework for regulating greenhouse gases at the international and national level (including methodologies, rules, instructions, manuals, methodological guidelines for the preparation of the greenhouse gas inventory report);
– standards ST RK ISO 14064 (1 part),ST RK ISO 14064 (2 part),
ST RK ISO 14064 (3 part), ST RK ISO 14065,ST RK ISO/IEC 17029-2020,
ST RK ISO 14066-2016, ST RK ISO 14001, GOST ISO 19011;
– environmental legislation at the international and national level and international conventions;
– possession of tools and mechanisms for managing carbon assets;
– policies to reduce greenhouse gas emissions at the national and corporate level.
Work experience in preparing tables for collecting initial data, calculating the weighted average value for carbon content, calculating carbon dioxide, methane and other greenhouse gases, selecting and justifying the selection of methods and the level adopted for calculating greenhouse gases, preparing summary summary tables for an inventory report, preparing installation passports and developing a monitoring plan based on enterprise data; verification of greenhouse gas data, plant passports and monitoring plan.
Skills in applying the principles of standards and working with the standards of ST RK ISO 14064 (Part 1),ST RK ISO 14064 (Part 2), ST RK ISO 14064 (Part 3), ST RK ISO 14065,ST RK ISO/IEC 17029-2020
ST RK ISO 14066-2016 with documentation in the field of greenhouse gases: inventory report taking into account national requirements, installation passport, greenhouse gas emission reduction program, greenhouse gas emissions monitoring plan, project implementation action plan.
Note – ST RK ISO 14066 establishes the requirements for the competence of groups for the validation and verification of greenhouse gases.
The candidate must have additional professional education (advanced training) on the issues of conformity assessment in the claimed field.
In case of initial certification, the candidate must undergo training in the field of greenhouse gas validation and verification (theoretical and practical at least 80 academic hours). In case of re-certification, the candidate must undergo retraining of certified specialists (theoretical and practical in the claimed direction for at least 40 academic hours).
PROGRAM REQUIREMENTS
The candidate must have additional professional education (advanced training) on the issues of conformity assessment in the claimed field.
In case of initial confirmation of conformity, the candidate must undergo training in the field of greenhouse gas validation and verification (theoretical and practical at least 80 academic hours).
Recommended training programs and their terms:
1. The national system of technical regulation of the Republic of Kazakhstan. Legislation of the Republic of Kazakhstan in the field of technical regulation (4 hours);
2. National regulation in the field of greenhouse gas emissions and absorption (8 hours, including at least 4 hours of practice);
3. Standardization in the Republic of Kazakhstan (4 hours);
4. Basic terms and principles for validation and verification of greenhouse gases, standards ST RK ISO 14066, ST RK ISO 14064 (Part 1), ST RK ISO 14064 (Part 2), ST RK ISO 14064 (Part 3), ST RK ISO 14065, ST RK ISO/IEC 17029-2020, ST RK ISO 14001, GOST ISO 19011 (30 hours including at least 15 hours of practice);
5. State system of technical regulation of the Republic of Kazakhstan. Confirmation of compliance with the greenhouse gas validation and verification process (12 hours, including at least 6 hours of practice);
6. Accreditation system (10 hours, including at least 6 hours of practice);
7. Quality management system (2 hours);
8. Requirements for expert auditors (8 hours including at least 4 hours of practice)
9. Behavior and professional ethics of the staff (2 hours);
In case of re-certification, the candidate must undergo retraining of certified specialists (theoretical and practical in the claimed direction for at least 40 academic hours).

1. The State system of technical regulation of the Republic of Kazakhstan. Legislation of the Republic of Kazakhstan in the field of technical regulation (2 hours);
2. State regulation in the field of greenhouse gas emissions and absorption (8 hours, including practice for at least 4 hours);
3. Standardization in the Republic of Kazakhstan (2 hours);
4.Basic terms and principles for validation and verification of greenhouse gases, standards ST RK ISO 14066, ST RK ISO 14064 (Part 1), ST RK ISO 14064 (Part 2), ST RK ISO 14064 (Part 3), ST RK ISO 14065, ST RK ISO/IEC 17029-2020, ST RK ISO 14001, GOST ISO 19011 (22 hours including practice for at least 10 hours);
5. Accreditation system (3 hours);
6. Quality management system (2 hours);
7. Behavior and professional ethics of the staff (1 hour);
