ISSUES RELATED TO EMISSION CERTIFICATION WERE DISCUSSED IN ASTANA AHEAD OF COP30

The «Green Academy» REC together with the «KazStandard» State Enterprise, with the support of the Ministry of Ecology and Natural Resources, held an online meeting on October 10, 2025, to discuss the inclusion of the draft National Standard “Greenhouse Gases: Sectoral Requirements for Experts in the Field of Greenhouse Gas Validation and Verification” into the National Standardization Plan for 2026, developed by experts from the «Green Academy» REC with the support of the EBRD.

The meeting was opened by A.A. Razzarenov, the Deputy Director of the «KazStandard» State Enterprise. Doctor of Economics, Professor B.K. Yessekina, the Director of the «Green Academy» REC delivered a presentation and emphasized the relevance of the standard in the context of establishing a national greenhouse gas certification system, which includes:

1. emission certification;

2. expert certification;

3. the creation of a research structure for certification monitoring modeled after Canada, the EU, and China.

The activities of the first Personnel Conformity Assessment Body (PCAB) in the CIS, operating in the field of greenhouse gas emission validation and verification, were also highlighted. Its work is currently being modernized in accordance with the requirements of Article 6.8 of the Paris Agreement.

The discussion featured contributions from

• A.B. Yesenzholova, Director of the Department of the National Accreditation Center;

• A. Maksut, Head of the Association of Verifiers of the Republic of Kazakhstan;

• D. Meldekul, Chief Expert in the Low-Carbon Development and Green Technologies of the Climate Policy Department of the MENR;

• M.B. Koshumbayev, Doctor of Technical Sciences and Head of the Department of Energy at S. Seifullin Kazakh Agrotechnical Research University (KATRU);

• E. Yermakhanova, Expert at Zhasyl Damu JSC; R. Muratov, PhD and Dean of the School of Natural Sciences at AIU; and others.

Following the meeting, it was decided to continue consultations with relevant government bodies and business representatives to advance greenhouse gas certification under Article 6 of the Paris Agreement.
