On December 5, 2025, a public policy dialogue on the topic “Integration of Climate Policy into the Public Administration System in Kazakhstan” was held at the Academy of Public Administration under the President of the Republic of Kazakhstan. The event was organized by the “Green Academy” Research and Educational Center jointly with the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, with the support of the Department of Environmental Protection and Environmental Management of Astana, the FAO project, and SIPA/IDDRI (France).
The purpose of the event was to discuss the outcomes of the 30th Conference of the Parties to the UN Framework Convention on Climate Change (COP30, Brazil) and to develop recommendations for integrating the principles of climate policy into the system of strategic planning and public administration of the Republic of Kazakhstan.
The welcoming remarks were delivered by Azhar Sagandykova, Member of the Mazhilis of the Parliament of the Republic of Kazakhstan, Member of the Committee on Ecology and Environmental Management, Head of the Working Group on the Environmental Code of the RK, Mansur Oshurbayev, Vice Minister of Ecology and Natural Resources of the RK, Johannes Baur, Head of Cooperation of the EU Delegation to Kazakhstan, Azamat Zholmanov, Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan.
The first session, “COP30 Outcomes and the New Carbon Policy,” was moderated by Dr. Bakhyt Yessekina, Member of the Council on Green Economy under the President of the RK and Director of the “Green Academy” REC.
The speakers included:
Dr. Alexey Kokorin, international expert, Nature and People Foundation (Outcomes of the UNFCCC Conference in Belém and recommendations for Kazakhstan);
Kirri Hendriksen, Head of Climate and Green Transition, Embassy of the United Kingdom in the RK (UK insights on carbon markets and Article 6);
Ekaterina Yalinskaya, Deputy Head of the Department for Standards Development, Kazakhstan Institute for Standardization and Metrology (Development of carbon neutrality standards in Kazakhstan).
The second session, “Integration of the Green and Carbon Policy into Public Administration,” moderated by Aizhan Karabayeva, FAO Project Coordinator in Kazakhstan, featured the following presentations:
Dr. Georgy Safonov, Senior Expert, IDDRI (France) (Improving carbon neutrality planning);
Rustam Nasirkhan, Director of the Climate Change Center of the JSC “Economic Research Institute” of the Ministry of National Economy of the RK (Roadmap for achieving carbon neutrality in Kazakhstan);
Samat Abdullin, Deputy Head of the Department of Environmental Protection and Environmental Management of Astana (Prospects for developing a Carbon Neutrality Strategy for the City of Astana).
The event was attended by representatives of government bodies, members of parliament, representatives of public organizations, as well as master’s and doctoral students of the Academy of Public Administration under the President of the RK.
Participants emphasized the importance of consolidating the efforts of government agencies, businesses, and international organizations to ensure the effective implementation of the Strategy for Achieving Carbon Neutrality by 2060. The recommendations developed during the dialogue (Director of the “Angel” PA, Lyudmila Petrova) are planned to be submitted to the Government of the Republic of Kazakhstan. Proposals will be accepted until December 10, 2025.
