On March 5, 2026, a seminar-training titled “Mobilizing Climate Finance for the Decarbonization of Business Sectors of the Republic of Kazakhstan” was held in Astana at the conference hall of the KAZENERGY Association. The event was organized by the Research and Educational Center “Green Academy”, jointly with the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, with the support of the Food and Agriculture Organization of the United Nations (FAO) project.
The purpose of the event was to inform national companies and business organizations about international requirements for climate projects implemented under Article 6 of the Paris Agreement.
Welcoming remarks were delivered by Azhar Sagandykova, Member of the Mazhilis of the Parliament of the Republic of Kazakhstan; Saule Sabieva, Director of the Climate Policy Department of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan; and Zhanyl Bozaeva, FAO Programme Coordinator in the Republic of Kazakhstan.
The seminar was moderated by Dr. Bakhyt Yessekina, Member of the Council on Green Economy under the President of the Republic of Kazakhstan and Director of the Research and Educational Center “Green Academy”.
During the first session, dedicated to global trends in low-carbon development and international carbon market mechanisms, presentations were delivered by Dr. Georgy Safonov (IDDRI), Dr. Oleg Pluzhnikov (DEXA), Nurzhan Aspandiyar (Valor Carbon), and Supanut Chotevitayatarakorn (A6IP).
In the second part of the seminar, experts discussed Kazakhstan’s institutional readiness to implement Article 6 of the Paris Agreement and the integration of international carbon market mechanisms into the updated Nationally Determined Contributions (NDC 3.0). Presentations were delivered by Dana Kasenova (Jasyl Damu JSC), Sabyr Asylbekov (World Bank), Ayao Murata (UNFCCC), Greta Dobrovich, and Elena Marchetti (FAO). Speakers Dosym Kydyrbayev (Rakurs Consulting Group LLP), Rocco Huesch (Valor Carbon), and Sergey Kiselev (SEFE) presented practical case studies on “Pasture Carbon, Forestry, and Energy Projects”.
Participants in the discussion included O. Voloshin (NC KTZ JSC), F. Folomeyev (Aviation Administration of Kazakhstan JSC), A. Bakdolotov (UNDP), A. Karabayeva (FAO), and others.
Participants of the seminar emphasized the importance of further developing the institutional and regulatory framework for Kazakhstan’s participation in international carbon markets, as well as strengthening cooperation between the government, business sector, and international organizations to attract investment in low-carbon development projects.
In total, more than 85 representatives from various sectors of the national economy participated in the event in a hybrid format.
