THE ROLE OF ARTICLE 6.8 IN ATTRACTING CLIMATE FINANCE IN KAZAKHSTAN

The Research and Educational Center “Green Academy”, with the support of the Ministry of Trade and Integration of the Republic of Kazakhstan (MTI RK) and the Republican State Enterprise “KazStandard”, held an online meeting on June 11, 2026, on the topic: “Issues of Incorporating Article 6.8 of the Paris Agreement into the Draft Law of the Republic of Kazakhstan ‘On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Environmental Issues’”.

The purpose of the meeting was to discuss proposals for incorporating the provisions of Article 6.8 of the Paris Agreement into the draft Law of the Republic of Kazakhstan on environmental issues.

The meeting was moderated by A. Razzarenov, Deputy Director General of the Republican State Enterprise “KazStandard”.

The meeting was attended by representatives of the Mazhilis of the Parliament of the Republic of Kazakhstan, the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan (CTRM MTI RK), the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (MENR RK), the D.A. Kunayev Institute of Mining under the Ministry of Industry and Construction of the Republic of Kazakhstan, RSE “KazStandard”, the National Accreditation Center, JSC “Zhasyl Damu”, “ESG TREND” LLP, the “KazWaste” Association, research institutes and universities of the Republic of Kazakhstan, as well as representatives of business organizations.

The keynote presentation was delivered by Dr. B.K. Yessekina, Member of the Green Economy Council under the President of the Republic of Kazakhstan and Director of the Research and Educational Center “Green Academy”.

The presentation highlighted current trends in global climate policy, as well as its specific features within the framework of the international negotiation process taking place in Bonn during the 64th session of the Subsidiary Body for Scientific and Technological Advice (SBSTA 64) under the United Nations Framework Convention on Climate Change (UNFCCC). The experience of the European Union, Canada, and China in participating in climate finance mechanisms under Articles 6.2, 6.4, and 6.8 of the Paris Agreement was also noted.

During the discussion, presentations were made by: S.Zh. Galiyev, Honorary Director of the D.A. Kunayev Institute of Mining Engineering, Doctor of Technical Sciences and Professor; M.B. Koshumbayev, Doctor of Technical Sciences and Professor at S. Seifullin Kazakh Agrotechnical Research University; A. Aliyeva, Analyst at NDC Partnership / MENR RK; S.B. Karibzhanova, representative of the Coordination Center of RSE “KazStandard”; K.D. Nurbek, Head of the Standardization and Country of Origin Department of the Committee for Technical Regulation and Metrology of MTI RK; and N. Mukhamedzhanov, expert at the National Accreditation Center.

Following the meeting, the following recommendations were presented:

1. MENR RK and MTI RK – provide for the introduction of relevant amendments concerning carbon certification and participation in the mechanisms of Article 6 of the Paris Agreement into the current version of the Environmental Code of the Republic of Kazakhstan and the draft Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Environmental Issues.”

2. Participation in non-market mechanisms based on the requirements of paragraph 8 of Article 6 of the Paris Agreement should be carried out on a voluntary basis. The implementation of these mechanisms should be ensured through the application of greenhouse gas accounting, monitoring, reporting, verification, and certification systems in accordance with standards that ensure transparency and prevent double counting.

3. National standards for the certification of carbon units in key sectors should be developed in accordance with international ISO and Global ACI (IAF + ILAC) requirements.

4. MENR RK and RSE “KazStandard” – conduct studies on reducing the impact of the CBAM mechanism through participation in the mechanisms of Article 6 of the Paris Agreement.

Recommendations will be submitted to Parliament for inclusion in the draft law.
