DECARBONIZATION OF EXTRACTIVE INDUSTRY

On August 26-27-th , 2021, the Scientific – Educational Center «GreenAcademy» in collaboration with the «Atameken» National Business Chamber of the Republic of Kazakhstanhold  an International Forum in a hybrid (on/off-line)format on the theme «TOWARDS TO COP-26: DECARBONIZATION OF EXTRACTIVE INDUSTRY AND CBAM IN THE REPUBLIC OF KAZAKHSTAN» was hold.

The purpose of the event was to discuss an effective international experience in decarbonization of basic sectors of the economy, to develop a national position towards to            COP-26 and recommendations for the draft Concept of Low Carbon Economic Development (LEDC) of the Kazakhstan.

The Forum was attended by heads of central and Local Government bodies of Kazakhstan (MTI, MEGPR, MIID, ASPIR), international organizations (EU, OECD, GIZ, EY, DIVECON, AIFC), by heads and representatives of diplomatic missions and Embassies accredited in Kazakhstan, top management of enterprises of the fuel – energy and mining- metallurgical industries from  Austria, Germany, Russia, Ukraine and Kazakhstan, NGOs, national and international Experts in the field of decarbonization and use of the Carbon Tax.

On August 26-th, welcoming remarks were made by: Minister of Trade and Integration of the RK Bakhyt Sultanov, Minister of Ecology, Geology and Natural Resources of the RK  Magzum Mirzagaliyev, Head of the Association of the Mining and Metallurgical Enterprises in Kazakhstan Dr. Nikolay Radostovez,Deputy Head of the EU Delegation in Kazakhstan, Head of the Political, Press and Information SectionMr. Maciej Madalinski.

The Forum and Coordinator was Dr. Bakhyt Yessekina, Member of the Green Economy Council under the President of the Republic of Kazakhstan, Director of the Green Academy think-tank.

On the first day, was  to discuss: NBC’s view on   decarbonization of extractive industry of Kazakhstan (Mr. Talgat Temirkhanov, Deputy Head of the National Business Chamber), Contribution of the OECD to the decarbonization of the extractive industry and infrastructure in CA  region (Ms. Kumi Kitamuri, Director of the Department for International Relations and Green Growth of the OECD), scenarios for the decarbonization of extractive industry in Kazakhstan(Dr. Johannes Schuchmann, GIZ Project on Green Economy), priorities  of the decarbonization of energy sector in Kazakhstan (Mr. Marat Kalmenov, Executive Director of KAZENERGY),technology of the low carbon metallurgy & EU Green Deal (Horst Weisinger, General Director of Horst Wiesinger (Austria)), decarbonization of the oil-gaz sector(Mr. Evgeniy Pushik, GPI).

          On August 27-th, greetings was delivered by: Mr. Arken Utenov, Deputy Head of the ASPIR of the RK, Ms. Zhanel Kushukova, Vice-Ministerof trade and  integration RK.

The Moderator of the second day’s Forum was Mr. Ramazan Zhampiisov, Head of the Low Carbon Development Office under KMG.

On the second day, the participants have discussed: approaches to the decarbonization of economy: climate finance perspective (Dr. Alexander Van de Putte, AIFC Chief Strategy Officer and Chairman of the AIFC Green Finance Advisory Council), EUCBAM and recommendations for extractive industries (Dr. Victor  Kovalenko, EY Regional Director of the Climate Change & Sustainability Services, Central Asia, Caucasus and Ukraine), tools for  CCS development  in Kazakhstan(Mr.Florian Willerhausen, Director of Business Development  Creon Capital), the role of the carbon funds in the development of the carbon market (Dr. Aidar Kazybayev, General Director Head of the Green Finance Center (AIFC).

Following the results of the Forum, recommendations were  developed for the Concept of Low Carbon Economic Development (LEDC) of the Republic of Kazakhstan until 2050.
