DIRECTIONS OF SCIENTIFIC AND TECHNOLOGICAL COOPERATION WERE DISCUSSED IN ZHETYSU

On July 5, 2024, a Round Table on the topic “Ways to Achieve SDG 7 and SDG 13 in Zhetysu” was held in the city of Tekeli. The event was organized by the Research and Educational Center “Green Academy,” in cooperation with the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, the University of Central Asia (UCA), with the support of the SIPA/OECD project and the Akimat of Tekeli city.

The goal of the event was to discuss ways to achieve SDG 7 and SDG 13 at the regional level and to develop recommendations for the Roadmap of the Strategy for Achieving Carbon Neutrality of Kazakhstan by 2060 (SACN).

Participants in the hybrid event included deputies from the Senate of the Parliament of Kazakhstan, representatives from central and local government bodies, international organizations such as IGTIPC, ADB, OECD (SIPA), NEAH, UCA, along with international and national experts, NGOs, and business sectors.

The opening remarks were given by: Sultan Dusembinov and Galiaskar Sarybaev, deputies of the Senate of the Parliament of the Republic of Kazakhstan; Almas Adil, Akim of Tekeli city; and Raikhan Sisikenova, UCA representative for relations with government bodies of the Republic of Kazakhstan.

Dr. Bakhyt Yessekina, member of the Council on Green Economy under the President of the Republic of Kazakhstan and Director of the REC “Green Academy,” moderated the first session “Ways to Achieve Carbon Neutrality in the Republic of Kazakhstan.”

Speakers included:

Dr. Georgy Safonov, SIPA/OECD project coordinator, senior researcher at EFI (OECD experience in achieving carbon neutrality and recommendations for Kazakhstan);

Didar Karimsakov, Chairman of the Board of JSC IGTIC, Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (The role of BAT implementation in achieving carbon neutrality in the regions of Kazakhstan);

Dr. Ermek Murtazin, Deputy Director of the Institute of Hydrogeology and Geoecology named after Akhmedsafin of KazNTU named after K. Satbayev (Potential of Zhetisu in the development of geothermal energy in Kazakhstan);

Kenzhekhan Abuov, Senior specialist in project realization at ADB (The mechanism of energy transition by ADB and opportunities for decarbonization).

Dr. Madina Junussova, head of urban development at the Graduate School of Development at the University of Central Asia (UCA), moderated the second session on “Low-Carbon Projects in Zhetysu.”

Speakers in the second session included:

Dr. Ablay Dosmagambetov, Research Fellow at IPPA UCA (Decarbonization of transport and energy infrastructure in the CA region);

Dr. Sanzhar Sadyrov, Research Fellow at MSRI UCA (Modeling the impact of climate change on water resources and hydropower in the mountainous regions of Central Asia);

Dr. Marzhan Aikimbaeva, Program development manager and team lead at IPPA UCA (Strengthening human capacity for climate change adaptation).

During the discussion, contributions were made by: Kurulay Karibaeva (IESD), Dr. Seitgali Galiev (D. A. Kunaev Institute of Mining), Arailym Shulgauova (CAREC), Maria Stepanova (NEAH), Rustam Khakimov (President of the Tourism Association), Saule Kozyke (CEO LLC ARPI – Kazakhstan).

Following the Round Table, a Memorandum was signed between the REC “Green Academy” and IGTIC for the joint promotion of BAT in Kazakhstan and the establishment of a Climate Hub. Additionally, recommendations were adopted for the Government of the Republic of Kazakhstan regarding the Roadmap of the Strategy for Achieving Carbon Neutrality of the Republic of Kazakhstan by 2060 (SACN) concerning the promotion of green technologies.
