Green Academy, together with Central Asian experts, has prepared this draft of recommendations for the COP30 Brazil Declaration. We invite you to join us in supporting these proposals! Representatives of international organizations (UNFCCC-WGEO Regional Collaboration Centre (RCC) MENA and SA, GCF, EBRD, ISTC (International Science and Technology Center), OECD – OCDE, University of Central Asia (UCA) / Университет Центральной Азии), government bodies from Central Asia (Ministry of Ecology and Natural Resources of Kazakhstan), government institutions (International Green Technologies and Investment Projects Center, Institute of Mining Industry, JSC “National company “Kazakhstan Gharysh Sapary”), and non-governmental entities (Almaty University of Power Engineering and Telecommunications, Green Academy, GloCha Global Challenges Action Network, Evercity), participating in the side event at the Digital Pavilion at COP30, confirmed the necessity of strengthening greenhouse gas emissions monitoring to enable the launch of Article 6 projects under the Paris Agreement.
For this objective, they adopted the following recommendations:
🔹 1. Develop and Align National Standards Countries should continue developing and updating national standards for the certification of greenhouse gas emissions and the accreditation of verification experts. These standards should be aligned with international best-practice frameworks, such as ISO and the Integrity Council for the Voluntary Carbon Market (IC-VCM), ensuring transparency, environmental integrity, and interoperability with global markets.
🔹 2. Create National and Regional Digital GHG Monitoring Support Hubs Countries should establish national and regional centers (hubs) dedicated to capacity-building, training, and awareness-raising on GHG monitoring and reporting. These hubs should leverage digital platforms to disseminate methodologies, standardized MRV tools, and open data systems, enabling public institutions and private developers to adopt high-integrity monitoring practices.
🔹 3. Scale Up Investment Platforms for Article 6 Implementation Central Asian countries should expand their use of investment platforms, including OECD investment platforms, to mobilize finance for mitigation activities under Article 6. These platforms should help identify bankable projects, connect developers with investors, and ensure transparent, high-integrity transactions across compliance and voluntary carbon markets.
🔹 4. Establish a Regional Best Available Techniques (BAT) Hub Central Asian countries should consider establishing a regional BAT hub and a digital database that consolidates information on low-carbon technologies and best available practices. This platform should promote knowledge-sharing, peer learning, and support regulators and industries in adopting BAT across priority sectors.
