Improvement of Climate Legislation and Carbon Regulation in Kazakhstan

As is known, by the Decree of the President of the Republic of Kazakhstan, K.K. Tokayev, on February 2, 2023, the Strategy for Achieving Carbon Neutrality of the Republic of Kazakhstan by 2060 (hereinafter referred to as the Strategy) was approved, aiming to attain the UN Sustainable Development Goals and implement the Paris Agreement.

In pursuit of formulating the Government Action Plan (Roadmap) for implementing this Strategy, the Research and Education Center “Green Academy”, in collaboration with the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, supported by the EU Delegation in Kazakhstan and the SIPA OECD project, will host an Expert Seminar on March 1, 2024, in Nur-Sultan on the topic “Improvement of Climate Legislation and Carbon Regulation in Kazakhstan,” featuring the participation of heads of state bodies, international, and national experts.

The objective of the event is to develop recommendations to the Government of Kazakhstan for the draft Roadmap’s implementation regarding the Strategy and to propose improvements to the regulatory framework concerning greenhouse gas emissions, taking into account the fulfillment of national climate commitments.

The seminar is anticipated to be attended by heads of MENR, ME, MNE, MWRI, MTI, members of the Parliament of Kazakhstan, EU Delegation in Kazakhstan, World Bank, UNDP, OECD, NCE, NGOs, international and national experts, scientists, and industry business associations.
