MECHANISMS FOR ATTRACTING CLIMATE INVESTMENT DISCUSSED IN ASTANA

The Research and Education Center “Green Academy”, jointly with the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, held a training seminar on “Potential and mechanisms for attracting climate investment into the economy of Kazakhstan” on 2 October 2026 in Astana, at the International Green Technologies and Investment Projects Center.

The objective of the training seminar was to discuss effective international experience in attracting global climate investment, the mechanisms for the certification of projects under CBAM (the carbon tax of the European Union on exported goods) and the development of a climate investment plan.

Welcome remarks were delivered by Mr Alibek Kuantyrov, Minister of Ecology and Natural Resources of the Republic of Kazakhstan.

The speakers and experts were:

• Dr Johan Nylander, UNDP Expert on Article 6 of the Paris Agreement, Sweden (The global carbon market and the mechanisms of Article 6 of the Paris Agreement);

• Dr Bakhyt Yessekina, Member of the Council for the Transition to a Green Economy under the President of the Republic of Kazakhstan, Director of the “Green Academy” REC (Carbon tax on exports and mechanisms for integration with CBAM);

• Mr Saken Kalkamanov, Chairman of the Board, NJSC “International Green Technologies and Investment Projects Center” (Mechanisms for attracting climate investment for best available techniques);

• Mr Kuanysh Beisengazin, Director of the National Bureau of Economic Research (Kazakhstan) (Road map for the implementation of the Carbon Neutrality Strategy of the Republic of Kazakhstan).

The discussion of the presentations was joined by Mr Sh. Ernazar, Deputy of the Kurultai of the Republic of Kazakhstan, member of the Committee on Agricultural Affairs, Ecology and Natural Resources; Ms G. Sergazina, Climate Projects Coordinator, UNDP in Kazakhstan; Mr A. Sankovski, Team Leader of the “Green Transition Central Asia” project; Mr S. Assylbekov, Coordinator of the Project Implementation Unit of the World Bank PMI project, and other experts.

Following the training seminar, approaches were developed to the formulation of a climate investment plan, to the harmonisation of the national emissions trading system with the requirements of CBAM and to the development of the mechanisms of Article 6 of the Paris Agreement in order to attract investment in the decarbonisation of Kazakhstan’s industry.
