On June 22, 2023, a training seminar on the topic “Political dialogue on achieving carbon neutrality and COP-28” was held in the conference hall of the AMANAT party. The event was organized by the Scientific and Educational Center “Green Academy”, the Committee on Ecology and Nature Management of the Majilis of the Parliament of the Republic of Kazakhstan and the Academy of Political Management of the AMANAT party. The event was held with the support of the EU Delegation, the EBRD in Kazakhstan , the SIPA Project and the European Forest Institute (Finland).
The training- seminar was held to discuss further steps to implement the Strategy for achieving carbon neutrality of the Republic of Kazakhstan until 2060 and to develop an agreed position in the negotiation process at the COP-28 conference.The participants were welcomed by: Member of the Majilis of the Parliament of the Republic of Kazakhstan, Head of the Fraction and Executive Secretary of the AMANAT party Elnur Beisenbaev, Deputy of the Majilis of the Parliament of the Republic of Kazakhstan, Chairman of the Committee on Ecology and Nature Management Yedil Zhanbyrshin, Ambassador of the European Union to Kazakhstan Kestusis Yankauskas, Director, Head EBRD in Kazakhstan Hussein Ozhan.
The moderator of the training was Dr. Bakhyt Yesekina, Member of the Green Economy Council under the President of the Republic of Kazakhstan, Director of the REC “Green Academy”.Presentations were made by the following speakers: Dr. Georgy Safonov, Deputy Director of the European Forest Institute / SIPA/IDDRI Project; Yerlan Ramazanov, EBRD Regional Director of the Energy Department of the Eurasia, Middle East, Africa, William Battye, EBRD Director of Sustainable Business and Infrastructure, Climate Strategy and Implementation, Dmitry Halubouski, EBRD Director of Business Development and Products, Climate Strategy and Implementation,Roberto Gonzalez, EBRD Director, Sustainable Business and Infrastructure, Kuanysh Beisengazin, MNE Deputy Chairman of the Board of the Institute for Economic Research; Alexey Kokorin, UNFCCC expert . In the discussion were participated: Deputy Secretary of the Committee on Agrarian Affairs, Nature Management and Rural Development of the Senate of the Parliament of the Republic of Kazakhstan Olga Bulavkina; deputies of the Majilis, members of the Committee on Ecology and Nature Management: Dyusenbai Turganov, Baurzhan Smagulov, Arman Kalykov; Vice Minister of Energy of the RK Zhandos Nurmaganbetov; Vice Minister of Industry and Infrastructure Development of the RK Ilyas Ospanov; Member of the Public Chamber under the Mazhilis Aizhan Skakova; Director of the Climate Policy and Green Technologies Department of the MENR Saule Sabiyeva.
In conclusion, the need for further research and continued political dialogue was noted in order to develop an agreed position for the upcoming COP-28 conference. Deputies of the Senate and Mazhilis of the Parliament of the Republic of Kazakhstan, vice ministers of the Ministry of Energy, MIID , MENR, MA, MDDIAI,deputy chairmen of the Science Committee of the Ministry of Health and Social Development, the Committee on Migration of the MLSPP, JSC “NC “Kazakhstan Gharysh Sapary” , directors of departments, heads of departments of MENR, ASPIR and Akimat of Astana city – total, 60 people took part in hybrid format .
