Within the framework of the 30th anniversary of independence of the Republic of Kazakhstan, on November 26, 2021, an international conference “Professionalization of the civil service of independent Kazakhstan: policy, practice and challenges” was held, organized by the Academy of Public Administration under the President of the Republic of Kazakhstan jointly with the Association of Graduates of the National Higher School of Public Administration. The event was held to discuss issues of modernization of the civil service of the Republic of Kazakhstan and professionalization of the state apparatus within the framework of the Concept of Public Administration.
The conference was attended by heads and employees of state bodies – the Administration of the President of the Republic of Kazakhstan, the Agency of the Republic of Kazakhstan for Civil Service Affairs, ASPIR of the Republic of Kazakhstan, MNE of the Republic of Kazakhstan, Astana Hub in the field of public service, teachers and graduates of NWSHU, teachers, undergraduates and students of ASU under the President of the Republic of Kazakhstan, etc.
The event was moderated by the Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan Erlan Abil.
Presentations were made at the plenary session of the conference:
– Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs Anar Zhailganova on state policy in the field of public service;
– Head of the Department of Public Administration of the Administration of the President of the Republic of Kazakhstan Altair Akhmetov on professionalization of the state apparatus within the framework of the Concept of Public Administration;
– Chairman of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan Kayrat Kelimbetov on strategic planning in the Republic of Kazakhstan (online);
– Chairman of the Management Committee of the Astana Hub in the field of public service Alikhan Baymenov on the current problems of modernization of the civil service;
– Deputy Chairman of the Board of Directors of the International Scientific Complex “Astana” Farkhad Kuanganov on the role of NWSHU in the formation of the political elite of independent Kazakhstan;
– Member of the Council for the Transition to a “green economy” under the President of the Republic of Kazakhstan, Director of the Scientific and Educational Center “Green Academy”, Doctor of Economics, Professor Bakhyt Yessekina on improving strategic planning taking into account the principles of low-carbon development;
– Director of Professional Education and International Cooperation of the School of Citizenship and Public Affairs. Maxwell Syracuse University Daniel Nelson (USA);
– Director of NWSHU (1995-1998) Khairzhan Takuov on the role of the Academy in the transformation of public administration;
– Director of the Project Management Department of the Ministry of National Economy of the Republic of Kazakhstan Irina Schwarzkopf (graduate of 2014).
In their speeches, the speakers, along with the main achievements in the field of public service and training of managerial personnel, also noted the need to solve priority tasks within the framework of professionalization of the state apparatus and improvement of public administration in the Republic of Kazakhstan.
The conference program ended with a Forum of graduates of the National School of Public Policy.
