CARBON CERTIFICATION ISSUES DISCUSSED AT KAZENERGY

On February 26, 2025, a Training Seminar on “Formation of a National Carbon Certification Framework under Article 6” was held at the Kazenergy Association in Astana. The event was organized by the “Green Academy” Research and Education Center in collaboration with the Ministry of Ecology and Natural Resources of Kazakhstan and the Kazenergy Association.

The seminar aimed to discuss issues related to carbon emissions certification and standardization and their role in implementing Article 6.8 of the Paris Agreement.

More than 100 participants attended the event in a hybrid format, including members of the Parliament of Kazakhstan, officials from the MENR of the RK, the MTI of the RK, members of the Working Group on the Carbon Neutrality Strategy Roadmap, representatives from KazStandard, Atameken National Chamber of Entrepreneurs, AMME, CCI France-Kazakhstan, ERG, KTZ, FAO Project, ORMEX, Aequilibria Srl., L.N. Gumilyov Eurasian National University (ENU), ECOJER, Chapter Zero, GPI, and national and international experts.

The seminar began with welcome speeches from: Galiaskar Sarybayev, Member of the Senate of the Parliament of Kazakhstan, Mansur Oshurbayev, Vice Minister of the MENR of the RK, Peline Atamer, SIPA/OECD Program Coordinator, Ayan Suttybayev, Executive Director of the Kazenergy Association.

The event was moderated by Dr. Bakhyt Yessekina, a Member of the Presidential Council on Green Economy and Director of the “Green Academy” Research and Education Center.

Recommendations for the Government of Kazakhstan).

Following the discussions, the participants proposed the following recommendations for the Government of Kazakhstan:

1. Enhancing the national greenhouse gas monitoring, reporting, and verification (MRV) system and aligning it with international requirements and standards.

2. Developing a methodological framework for assessing carbon intensity at the sectoral level, including emission factors for electricity consumption.

3. Designing and implementing flexible financing mechanisms to support industrial modernization programs and the adoption of low-carbon technologies aimed at reducing carbon intensity.

4. Developing and implementing a regulatory framework to facilitate project-based activities that contribute to reducing emissions and/or increasing greenhouse gas absorption. The results of these projects should be used to offset the carbon footprint of export products.

5. Promoting sector-specific low-carbon brands and certification systems for low-carbon products and encouraging their expansion into European markets.

6. Establishing a National Carbon Certification Agency (Center) to participate in climate finance mechanisms under Article 6.
