On October 6, 2022, the 4th Climate Dialogue was held at the site of the Astana International Financial Center, organized by the Green Academy Research and Education Center with the support of the Ministry of National Economy of the Republic of Kazakhstan, the EU Delegation and ITC.
The purpose of the event was to discuss the draft Strategy for achieving carbon neutrality in the Republic of Kazakhstan until 2060, developed by the Ministry of National Economy of the Republic of Kazakhstan jointly with a group of national experts.
The Vice Minister of National Economy of the Republic of Kazakhstan Abzal Abdykarimov, Machey Madalinsky – Deputy Ambassador of the EU to the Republic of Kazakhstan and General Director of GFC Aidar Kazybayev delivered a welcoming speech. The event was moderated by Dr. Bakhyt Yessekina, Member of the Green Economy Council under the President of the Republic of Kazakhstan, Director of the Green Academy REC.
Representatives of the Ministry of Energy of the Republic of Kazakhstan, the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan, deputies of the Committee for Nature Management of the Majilis of the Parliament of the Republic of Kazakhstan, the OECD, the World Bank, research institutes, universities, NGOs and other organizations took part in the work of the climate dialogue.
The reports were made by the Deputy Chairman of the Board of ERI JSC Kuanysh Beisengazin, Director of the Department of Nuclear Energy and Industry of the Ministry of Energy of the Republic of Kazakhstan Zhaslan Kasenov, Head of the Department of Energy Efficiency and Energy Saving of MIIR Saule Inakhanova, Deputy of RSE “KAZSTANDARD” Zhanat Begaidarov, Director of CAREC Zafar Makhmudov, Head of Division Industry, Mobility and Energy Efficiency of DENA Steffen Joest. The deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan Edil Zhanbyrshin, Aizhan Skakova, Rector of AUPET named after A.I. Gumurbek Daukeeva – Dr. Saule Sagintayeva, NGO leaders – Svetlana Moglilyuk, Vadim Ni, Dosym Kadyrbaev and others took part in the discussion
The main discussions touched upon the issues of setting targets for the decarbonization of the country’s energy sector, the timing of the implementation of sectoral tasks to reduce greenhouse gas emissions, the introduction and use of BAT and green technologies in industry and agriculture, transparency and public awareness in the development of regulations during the energy transition.
The participants confirmed the commitment of Kazakhstan’s course towards achieving carbon neutrality, proclaimed by the President of the Republic of Kazakhstan K. Tokayev at the UN Global Summit, and noted the importance of adopting the Strategy for the technological modernization of the national economy.
As a result of the Fourth Climate Dialogue, recommendations were adopted to the Government of the Republic of Kazakhstan to finalize the draft Strategy on the eve of COP-27, which will be held in Sharm el-Sheikh (Egypt).
